Aid and Attendance is a federal pension addition

The U.S. Department of Veterans Affairs describes Aid and Attendance as a monthly payment added to a qualifying VA pension for eligible Veterans and survivors. VA lists potential eligibility when a person needs help with daily activities, is bedridden, is in a nursing home because of disability-related incapacity, or meets the listed visual-impairment standard. A nursing-home claimant also needs VA Form 21-0779 (VA Aid and Attendance).

VA benefit eligibility and Iowa Medicaid eligibility are separate determinations. Iowa's income manual classifies Aid and Attendance as a third-party medical payment rather than income for Medicaid eligibility. When it pays for the same nursing-facility or in-home health-related need, Iowa directs that it be included in the client-participation calculation; it is not diverted to a community spouse (Iowa HHS Medicaid Income manual).

Iowa has one State Veterans Home

Iowa Veterans Home is the state's veteran facility in Marshalltown. The Iowa Department of Veterans Affairs describes it as state owned and as providing professional long-term nursing and domiciliary care; its campus has five main resident-care buildings. It is one statewide home, not a network of multiple Iowa State Veterans Homes (Iowa Department of Veterans Affairs, Iowa Veterans Home).

The state-home choice is separate from the VA pension claim and from Iowa Medicaid. An applicant should verify admission terms, actual care charge, available VA benefits, and Medicaid client participation with the relevant program rather than assuming one approval establishes another (Iowa Veterans Home; VA Aid and Attendance).

A property-tax consideration for qualifying veterans

Iowa's Disabled Veteran Homestead Tax Credit equals the entire property tax levied on a qualifying homestead for an eligible disabled veteran, surviving spouse, or child. The Iowa Department of Revenue says eligibility also requires the homestead exemption and provides a July 1 filing deadline; the credit has ownership, documentation, and acreage conditions (Iowa Department of Revenue Disabled Veteran Homestead Tax Credit).

Iowa interaction: Aid and Attendance is not counted as Medicaid eligibility income, but it can be used in Iowa's client-participation calculation for the same covered care need (Iowa HHS Medicaid Income manual).
