Nebraska’s current resource starting points

Nebraska DHHS’s 2026 income, resource, and program-standards document lists an AABD/Medicaid resource limit of $4,000 for one person and $6,000 for two people. Those figures are resource standards, not a promise that every item titled in a person’s name is countable; ownership, availability, exclusions, and marital rules still require case-specific analysis (DHHS 2026 income and resource standards).

The general public eligibility page also says that some resources are not counted, listing a home, one motor vehicle, business property, and an irrevocable burial fund among examples. That overview should not be used to skip the long-term-care home-equity or transfer rules, because those are separate questions for a nursing-facility or waiver case (Nebraska DHHS Medicaid Eligibility; DHHS Resource Provisions).

Nebraska uses a medically needy income route

Nebraska’s DHHS explains that a person over Medicaid’s income requirements may qualify through the Medically Needy program by obligating monthly income above the Medically Needy Income Level, or MNIL, to medical bills. DHHS calls this share of cost a “spenddown” and specifically says the program may fit people in nursing facilities and people receiving waiver services (Nebraska DHHS Medically Needy and Share of Cost).

That published structure is why Nebraska should not be described as a state where a fixed long-term-care income cap universally requires a Qualified Income Trust. For a nursing-facility, assisted-living-waiver, or in-home-waiver case, DHHS says the monthly share-of-cost amount is paid directly to the provider rather than verified through the usual provider form process (Nebraska DHHS Medically Needy and Share of Cost).

Home equity and the community spouse

DHHS’s current resource provisions list a $752,000 home-equity limit effective January 1, 2026 for the long-term-care home-equity rule. The state document should be read with the resident-spouse and child exceptions in the underlying eligibility rules before anyone relies on a home exemption (DHHS 2026 Resource Provisions).

For a married couple with one spouse seeking long-term care, DHHS lists the 2026 community-spouse reserved-resource range at $32,532 to $162,660. The resource assessment date, the ownership of an asset, and the separation of applicant and community-spouse resources can matter as much as the range itself (DHHS 2026 spousal-impoverishment figures; DHHS community-spouse calculation guidance).
