Aid & Attendance is a federal VA benefit

VA Aid and Attendance is a monthly payment added to a qualifying Veteran’s or survivor’s monthly VA pension. VA says a person may qualify if receiving a VA pension and, among other possibilities, needs help with daily activities such as bathing, feeding, or dressing, is bedridden, is a nursing-home patient because of disability-related mental or physical limitations, or meets the listed visual-impairment standard (U.S. Department of Veterans Affairs Aid & Attendance guidance).

VA says a person cannot receive Aid and Attendance and Housebound benefits at the same time. The VA application and benefit determination are federal matters, while NJ FamilyCare eligibility and long-term-care service authorization are New Jersey matters, so a family should maintain the VA award letter and the Medicaid file separately (VA Aid & Attendance and Housebound guidance; New Jersey MLTSS overview).

Document the Medicaid interaction

MLTSS eligibility has both financial and clinical components, and New Jersey directs applicants to the local County Social Service Agency for the financial review. This research located an older DMAHS Veterans Affairs payments communication but could not reliably retrieve its full text from the official link. The prudent current conclusion is to avoid assuming that any VA pension or Aid & Attendance payment is automatically excluded or automatically counted for every New Jersey Medicaid purpose; obtain the agency’s current written treatment before planning around it.

New Jersey veteran facilities and tax relief

New Jersey has three state Veterans Memorial Homes: Paramus, Menlo Park, and Vineland. The Department of Veterans Affairs page describes all three facilities and states that residents pay according to ability based on income, with admission rules and preference criteria stated by the department (New Jersey Veterans Memorial Homes).

New Jersey’s Division of Taxation offers a 100% property-tax exemption for the principal residence of an honorably discharged Veteran who was 100% permanently and totally disabled during active-duty service, subject to its eligibility requirements. The state also lists a separate $250 veteran property-tax deduction, which is not the same benefit as the full disabled-veteran exemption (New Jersey disabled-veteran property-tax exemption; New Jersey military and veteran tax benefits).

New Jersey veteran intersection: federal Aid & Attendance may supplement a VA pension; the state operates three Veterans Memorial Homes; and qualifying 100%-disabled Veterans may receive a principal-residence property-tax exemption (VA; NJ Veterans Homes; NJ Taxation).
