Utah calls the institutional pathway Nursing Home Medicaid

Utah’s long-term-care page says Nursing Home Medicaid pays for nursing-home and other medical costs. It also says that an individual must meet medical criteria for nursing-home level of care to be eligible for Medicaid in a nursing facility, while financial and medical eligibility are both required for Medicaid long-term care (Utah Nursing Home Medicaid overview).

The level-of-care question is a functional and medical determination, not merely a diagnosis or facility admission. Utah’s New Choices Waiver describes nursing-facility level of care as a continuing requirement for its participants and explains that it supports people whose needs can be safely met in an integrated community setting after long-term institutional residence. Income is applied under Utah’s medically needy structure

Utah’s primary eligibility rule says Utah provides medically needy coverage for nursing-facility services and treats establishment of a Qualified Income Trust as an asset transfer for nursing-facility or HCBS-waiver qualification.
