HUSKY C is Connecticut’s Medicaid path for many older adults

Connecticut calls Medicaid coverage for eligible adults age 65 and older, adults with disabilities, and working adults with disabilities HUSKY C. DSS says HUSKY C includes long-term services and supports, or LTSS, for adults over 65 or with a disability, including skilled nursing-home care and Medicaid home- and community-based services (Connecticut DSS HUSKY C overview). That is the program name to use when discussing Connecticut Medicaid long-term care, even though a particular service route may have its own waiver or internal coverage code (Connecticut DSS HUSKY C overview).

DSS eligibility is not set by age alone. Its HUSKY C overview identifies Connecticut residence and age 65 or older, blindness, or disability as threshold pathways, and says that income and asset rules depend on the part of HUSKY C for which a person may qualify (Connecticut DSS HUSKY C overview). A nursing-facility admission, an adult child’s financial support, or a private insurance policy does not by itself establish HUSKY C eligibility; the agency still applies its financial and program rules (Connecticut DSS HUSKY C overview).

Institutional and community long-term care are related but not identical

DSS describes LTSS as including both skilled nursing-home care and Medicaid waivers. Its HUSKY C page says a person who has not received DSS Medicaid program benefits may face a five-year income and asset review when applying for LTSS (Connecticut DSS HUSKY C overview). The transfer policy defines an institutionalized individual broadly enough to include a person receiving long-term-care-facility services, equivalent medical-institution services, or Medicaid waiver HCBS (DSS Uniform Policy Manual 3029.05).

For the central older-adult community route, DSS operates the Home and Community Based Services Waiver for Elders, associated with the Connecticut Home Care Program for Elders, or CHCPE. The waiver application says its purpose is to help people age 65 and older leave or avoid nursing-home placement (DSS CHCPE waiver application). A person should ask which exact portion of CHCPE is being considered because a DSS fair-hearing decision explains that CHCPE can include Medicaid-waiver, Medicaid, or state-appropriated components with different financial rules (DSS 2026 LTSS fair-hearing decision).

Use the live DSS route, not a generic Medicaid checklist

Connecticut’s published HUSKY C material says excess income or assets may sometimes be addressed through spend-down using qualifying medical expenses (Connecticut DSS HUSKY C overview). The same page lists a $2,982 monthly single-person figure in its LTSS section, while the state’s Partnership consumer guidance says a single nursing-facility applicant uses income other than the personal-needs allowance toward care (Connecticut DSS HUSKY C overview; Connecticut Partnership Medicaid guidance). Those published descriptions show why an applicant should have DSS identify the care setting and coverage group rather than treating one web figure as a universal approval test.

Connecticut’s program names and channels are administrative facts, not planning guarantees. Keep the HUSKY C application, requested verification, care assessment, and any waiver notice together. A benefits counselor or Connecticut elder-law attorney can then evaluate the particular facts without assuming that nursing-facility, waiver, state-funded home-care, and regular HUSKY C rules all work the same way.
