Aid and Attendance is a federal VA pension addition

VA says Aid and Attendance can add a monthly amount to a qualifying Veteran’s or survivor’s VA pension. A pension recipient may qualify when another person is needed for activities such as bathing, feeding, or dressing; when the person is bedridden; when the person is a nursing-home patient because of disability; or when the stated visual criteria are met (VA Aid and Attendance guidance). The benefit is federal, so a VA award does not automatically establish Connecticut HUSKY C eligibility.

VA’s page directs applicants to submit the appropriate pension claim and supporting medical evidence (VA Aid and Attendance guidance). Connecticut Medicaid eligibility, patient liability, and home-care enrollment are separate agency decisions. Connecticut has one State Veterans Home campus in Rocky Hill

Connecticut DVA states that its Rocky Hill campus has two residential programs: the Residential Facility and Patriots Landing (Connecticut DVA residential programs). The Department describes the Residential Facility as temporary supportive living and Patriots Landing as temporary safe housing for eligible Connecticut veterans, spouses, and children who are homeless or at risk of homelessness (Connecticut DVA residential programs). For this state-page purpose, Connecticut has one State Veterans Home location: the Rocky Hill campus. Services and eligibility should be confirmed directly with DVA because a residential program is not the same thing as a Medicaid award.

DVA says a person seeking its residential services must be a Connecticut veteran, meaning honorable or general-under-honorable discharge plus current Connecticut residence or Connecticut residence at enlistment or induction (Connecticut DVA residential programs). Those are DVA program requirements; VA pension eligibility has its own federal requirements (VA Aid and Attendance guidance).

Veteran property-tax relief is separate from Medicaid

Public Act 24-46, effective October 1, 2024, exempts the primary residence or one motor vehicle of an eligible Connecticut former service member with a VA-determined service-connected permanent and total disability rating, subject to the law’s residency and town-assessor filing requirements (Connecticut PA 24-46 announcement). Connecticut also describes a basic $1,000 property-tax exemption for certain wartime veterans and additional relief subject to stated income rules (Connecticut veterans tax-relief program).

A property-tax exemption reduces tax obligations; it does not itself determine Medicaid home equity, countable resources, transfer review, or estate recovery. Keep VA ratings, award letters, discharge records, assessor filings, and DSS notices together. A benefits counselor familiar with both VA and Connecticut Medicaid can identify the information each system needs.

Connecticut intersection: a Rocky Hill State Veterans Home campus, state tax relief for qualifying veterans, and separate federal VA pension rules. Do not assume a VA benefit is automatically disregarded by HUSKY C (Connecticut DVA residential programs; VA Aid and Attendance guidance).
