Kansas exempts verified VA Aid and Attendance in its Medicaid income rules, while operating two current State Veterans Homes and a disabled-veteran property-tax-refund program.
Aid and Attendance is a VA pension addition
The Department of Veterans Affairs describes Aid and Attendance as an added monthly payment for a qualified Veteran or survivor receiving VA pension. The VA lists potential eligibility when a person needs another person's help with daily activities, is bedridden, is a nursing-home patient because of disability-related loss of function, or meets specified visual-impairment criteria. VA eligibility is separate from KanCare financial and level-of-care rules (VA Aid and Attendance).
Kansas Medicaid policy has a favorable but technical treatment of this benefit. The current KFMAM lists all forms of veteran's income as exempt, including Veterans Aid and Attendance, and KDHE's patient-liability policy says VA Aid and Attendance is exempt in the stated calculation. That policy also explains that the full pension can be counted temporarily if it has not yet been reduced after Medicaid nursing-facility approval, so the VA award letter and any reduction notice must be given to the eligibility worker (KFMAM veteran income policy; KDHE patient-liability policy).
