Medical Assistance is Minnesota's Medicaid program

Minnesota calls its Medicaid program Medical Assistance, usually shortened to MA. DHS describes MA as health coverage for Minnesotans with low incomes and states that applicants must meet the applicable income and asset rules; the rules differ by eligibility group, so a general MA screen is not a substitute for a long-term-care determination (Minnesota DHS Medical Assistance; DHS income and asset limits).

For an older person seeking institutional MA, DHS directs the family to the nursing-home-care process. Its consumer guidance says that a county or Tribal office performs an asset assessment for a married applicant and determines how many assets the spouse may keep. That local role is important because financial eligibility, the community-spouse calculation, and documents needed for an application are fact-specific (DHS nursing-home coverage guide).

Long-term-care eligibility is more than a financial screen

DHS says a person who needs nursing-home-level care may qualify when the person is eligible for MA and has had a Long-Term Care Consultation within 60 days before entering the nursing home, or a preadmission screening, that finds nursing-home level of care. The consultation is a Minnesota-specific planning checkpoint: it addresses whether the person needs the level of care, not simply whether an income or asset limit is met (DHS nursing-home coverage guide; DHS Long-Term Care Consultation).

Minnesota also delivers long-term services at home. The Elderly Waiver is for a person who meets nursing-facility level of care, qualifies for MA, and chooses community living; counties, Tribal entities, and managed care organizations administer the program. Income does not work like a simple cap

DHS explains that an older applicant above an MA income limit may be eligible through a spenddown, which it compares to an insurance deductible: the person incurs qualifying medical expenses before MA pays. For an institutionalized MA recipient, state law then requires income exceeding the statutory deductions to be applied to institutional care. This is why Minnesota should not be described as a standard hard-income-cap state with a universal QIT answer (DHS coverage for people age 65 or older; Minnesota Statutes section 256B.0575).
