MA can pay for Minnesota nursing-home care

DHS states that Medical Assistance may help pay nursing-home costs for an eligible person who needs nursing-home level of care. The applicant must meet the program's financial rules and cannot be subject to a transfer penalty for a disqualifying uncompensated transfer; MA can help pay the remaining covered cost after the person's responsibility is calculated (DHS nursing-home coverage guide).

The level-of-care process has a Minnesota name and timing rule. DHS says the applicant needs a Long-Term Care Consultation within 60 days before entering the facility, or a preadmission screening, finding nursing-home level of care. Most income goes toward care after deductions

State law directs that an institutionalized MA recipient's income remaining after required deductions be applied to the cost of institutional care. The first listed deduction is the personal-needs allowance under section 256B.35; other deductions can include a guardian or conservator allowance, certain community-spouse or family allowances, and qualifying medical expenses under the statute (Minnesota Statutes section 256B.0575).

The most recent public House Research guide located in this review reports a $128 monthly personal-needs allowance for 2025 and says it is adjusted annually for inflation. The underlying statute sets a minimum of $45 and requires the commissioner to increase it with Social Security or SSI cost-of-living increases. Spouses and the home need separate analysis

DHS says a community spouse does not have to use that spouse's income for the applicant's nursing-home costs and may retain assets after the county or Tribal office completes the asset assessment. The home also has separate return-home, family-residence, and equity-limit rules, so a nursing-home admission should not trigger a rushed sale or deed transfer (DHS nursing-home coverage guide).
