Community Choices is South Carolina's main home-care waiver

The Community Choices Waiver is South Carolina’s principal home- and community-based alternative for people who would otherwise need nursing-facility care. SCDHHS says it serves frail adults age 65 or older and adults age 18 through 64 with physical disabilities who meet nursing-facility level of care. The waiver is administered within Community Long Term Care, not as a generic private-pay home-care program (SCDHHS Community Choices Waiver).

Community Choices is part of a wider state waiver structure. SCDHHS identifies Community Choices, HIV/AIDS, Mechanical Ventilator Dependent, and Medically Complex Children as CLTC-administered waivers. The Department of Behavioral Health and Developmental Disabilities operates the HASCI, Intellectual Disability/Related Disabilities, and Community Supports waiver programs. Program names and responsible agencies matter because eligibility and waiting-list procedures can differ (SCDHHS Waivers).
