Aid and Attendance is a federal VA pension add-on

VA Aid and Attendance and Housebound benefits are monthly payments added to a qualifying Veteran’s or survivor’s VA pension. VA says Aid and Attendance may be available to a pension recipient who needs help with daily activities, is bedridden, is a nursing-home patient because of disability, or has qualifying visual impairment; it is not a Mississippi Medicaid benefit (VA Aid and Attendance and Housebound benefits).

Mississippi DOM requires a long-term-care applicant to apply for and accept benefits to which the person may be entitled, expressly including VA benefits. DOM’s 2026 nursing-facility guide also gives a $90 personal-needs allowance to veterans and surviving spouses who receive a $90 VA pension, rather than the guide’s usual $44 nursing-facility PNA (DOM 2026 nursing-facility and HCBS guide).

The located DOM materials do not publish a complete, component-by-component rule for how every Aid and Attendance payment enters each eligibility and patient-liability budget. A veteran or survivor pursuing both programs should obtain a written DOM calculation and work with an accredited veterans representative before treating a VA award as excluded or available for a particular expense.

Mississippi State Veterans Homes

The Mississippi Veterans Affairs State Veterans Homes page lists five homes: Collins, Jackson, Kosciusko, Oxford, and Tradition in Biloxi. The agency describes the system as providing specialized care and identifies Tradition as its newest addition (Mississippi Veterans Affairs Homes).

A State Veterans Home is not interchangeable with a Medicaid nursing facility or HCBS waiver. Admission, VA eligibility, bed availability, resident charges, Medicare, Medicaid, and other payment questions should be directed to the home and the relevant agency. The existence of five homes is useful to identify an option, not proof that a particular veteran will meet the home’s admission or payment requirements (Mississippi Veterans Affairs Homes).

Homestead relief may matter outside Medicaid

Mississippi’s homestead statute treats an honorably discharged American veteran with service-connected total disability as a qualified totally disabled homeowner for the disability exemption. The related tax table provides qualified homeowners in that category an exemption from all ad valorem taxes on the assessed value of the homestead, subject to its statutory conditions; an unremarried surviving spouse is also addressed in the statute (Mississippi Code §27-33-67; Mississippi Code §27-33-75).

That property-tax relief is separate from DOM’s Medicaid home-equity and estate-recovery rules. It should be confirmed with the county tax assessor and should not be used to infer a Medicaid resource exclusion or immunity from recovery.
