Waitlist information is program-specific

The 2026 HCBS Waiver application located on the HHS site says there is no wait list for the older-adult/physical-disability waiver services and describes more than 1,400 agency and individual providers enrolled statewide. It also says quarterly monitoring remains required, with in-person monitoring at least every six months under the stated 2026 change. This is encouraging access information, not a guarantee that a preferred provider or exact service hours will be immediately available in every location (North Dakota 2026 HCBS Waiver application).

North Dakota has separate waiver programs with separate caps. The Traditional IID/DD waiver provider manual says eligible people are enrolled first-come, first-served until capacity is reached and that a waiting list is kept once capacity is reached. Families should not generalize the no-wait-list description for the older-adult HCBS Waiver to every disability waiver or children's waiver (North Dakota DD waiver provider manual; North Dakota Medicaid waivers).

Also consider state-funded aging services

HHS lists Service Payments for the Elderly and Disabled, Expanded SPED, and the Medicaid HCBS Waiver as different Adult and Aging Services programs. Those programs have different funding sources and eligibility structures, so a family should ask the Aging and Disability Resource Link or HHS which route fits the person's functional needs, income, assets, and desired setting. The federally matched Medicaid waiver should not be assumed to be identical to a state-funded service-payment program (North Dakota Adult and Aging Services).

Start early: request the screening, assemble financial records, identify needed services, and ask HHS about current provider capacity in the county. A nursing-home-level screening can establish functional eligibility, but it does not by itself complete Medicaid financial eligibility.
