Home care uses the same medical threshold

Home care is not a lesser medical-eligibility standard. AHCCCS policy says an applicant for ALTCS institutional or home and community-based services must have a condition or developmental disability that necessitates nursing-facility or intermediate-care-facility level of care, and it determines that through PAS (AHCCCS PAS general provisions). The PAS process uses separate elderly/physically disabled and developmentally disabled appendices and tools, depending on the applicant’s situation (AHCCCS PAS process).

AHCCCS’s policy says a PAS assessor may conduct the assessment in person, by telephone, or virtually and may use medical records and interviews with the applicant, guardian, caregiver, or another person who knows the applicant’s condition (AHCCCS PAS general provisions). For planning, the care narrative should identify functional help actually needed, not simply a preferred housing arrangement.

Financial rules and enrollment questions

The financial ALTCS rules remain relevant in a home-care case. AHCCCS’s February 2026 chart lists an individual $2,982 monthly income cap and a $2,000 resource limit; community-spouse rules may allow a $32,532 to $162,660 resource deduction when a spouse remains in the community (AHCCCS February 2026 eligibility chart; AHCCCS 2026 CSRD examples). If the 300%-of-FBR gross-income test applies, AHCCCS permits an Income-Only or Miller trust that meets its conditions (AHCCCS Income-Only Trust policy).

The official ALTCS sources reviewed here confirm home and community service delivery but do not publish an elderly/physically disabled HCBS waiver waitlist or enrollment-cap figure. Absence of a published figure is not proof that there is no service-access delay, provider shortage, or plan-specific constraint. Ask AHCCCS and the relevant ALTCS plan about current assessment, authorization, provider, and service-start timing.
