Aid and Attendance and Arizona ALTCS
VA Aid and Attendance is an added monthly payment for qualified veterans and survivors who receive VA pension and meet a qualifying need, such as needing help with bathing, feeding, or dressing, being a nursing-home patient because of disability-related loss of ability, or meeting specified visual criteria (VA Aid and Attendance guidance). It cannot be received at the same time as the VA Housebound benefit (VA Aid and Attendance guidance).
Arizona’s non-MAGI Medicaid policy makes an important distinction between the underlying VA pension and the Aid and Attendance increment. AHCCCS says VA pension is counted as unearned income, but Aid and Attendance and Housebound allowances are excluded; it also lists a reduced $90 VA pension as excluded income (AHCCCS VA-benefits income policy). This is an Arizona-specific ALTCS budgeting point, not a reason to treat every VA payment as excluded.
