Arizona applies a 60-month ALTCS transfer review

AHCCCS defines the ALTCS look-back period as the 60 months before the month of application. The period begins on the first day of the 60th month before the application month, and transfers during that period or after application must be reviewed to determine whether the applicant received full value (AHCCCS transfer overview). In practical terms, a five-year review is not limited to gifts labeled as gifts; the policy looks at ownership transferred for less than current market value.

AHCCCS distinguishes ALTCS eligibility from the long-term-care service package during a transfer penalty. Its policy says an uncompensated transfer does not itself stop or deny ALTCS eligibility when all other requirements are met, but the member receives the limited ALTCS service package during the penalty period rather than full long-term-care services (AHCCCS transfer overview). That distinction is important: “approved for Medicaid” does not necessarily mean the nursing-facility or home-care service cost is covered.
