Missouri's favorable MO HealthNet treatment
Missouri's MO HealthNet income-exclusion policy expressly excludes the portion of a veteran's pension designated for Aid and Attendance. The manual instructs workers to use VA verification to identify that portion; it separately identifies exclusions for designated dependent income, unusual medical expenses, and VA Housebound allowances (MO HealthNet Income Exclusions).
An earlier Missouri implementation memorandum gives the operational direction: enter the full VA pension as unearned income and enter the Aid and Attendance portion as the AA income-expense code, which FAMIS excludes for all MO HealthNet programs. The amount must be verified; families should keep the VA award letter rather than estimate the excludable portion (Missouri MO HealthNet VA-income memorandum).
Missouri Veterans Homes and tax relief
Missouri operates seven Veterans Homes in Cameron, Cape Girardeau, Mexico, Mt. Vernon, St. James, St. Louis, and Warrensburg. The Missouri Veterans Commission says the homes provide long-term skilled nursing care; its 2026 published monthly rate is $2,773 and its admissions criteria include VA veteran status, a need for 24-hour skilled nursing care, and 180 consecutive days of Missouri residency before application (Missouri Veterans Homes).
Missouri's constitutional homestead tax exemption is narrow. The State Tax Commission says it applies to a former prisoner of war who is 100% service-connected disabled and owns and occupies the home as a primary residence; it is not described as a general property-tax exemption for every disabled veteran (Missouri State Tax Commission).
Coordinate, but do not combine, the applications
VA Aid and Attendance can be especially relevant to a veteran receiving care at home, in assisted living, or in a nursing home, while Missouri's published exclusion can improve the MO HealthNet income calculation. The Veterans Homes pages do not say that the $2,773 resident rate includes or excludes VA Aid and Attendance or MO HealthNet, so payment arrangements should be confirmed directly with the home and benefits offices (Missouri Veterans Homes Admissions).
